InnoBuild used a methodology well suited for public procurement of innovation (PPI). This is a "Step-by-step guide" to better ensure innovative solutions.
The methodology is based on a communicative logic. Contracting authorities must be willing to change their procurement process to some degree, and economic operators’ abilities to deliver innovative solutions, are tested.
The National Program for Supplier Development, Agency for Public Management and eGovernment (Difi), and Norwegian contracting authorities together developed this methodology in 2010.
In Norway, the PPI methodology has been in use the last 5 – 6 years. The Swedish National Agency for Public Procurement (Upphandlingsmyndigheten), has implemented the procurement of innovation procedures as well, and can refer to the first pilots.
