In 2010 the municipality decided to realize new and innovative school facilities for secondary schools. The municipality also decided to go new and untried ways to adopt a new execution model, called “Lyngdal model”. It is a new option for the implementation of construction projects, where user interaction and life cycle costs are important parameters. The municipality of Lyngdal has good experiences with this model, which is adopted in several building projects in Norway.
The model is based on the principle of competence at all levels. The contracting authority calls on expertice and experience. There is also a demand for the economic operators to retain the necessary competence in the contract period; if not, the contracting authority may fine for breach of contract. Formal qualifications with relevant experience are important parameters in the contract award.
