For the tenders Falun and Lyngdal prepared the funtional requirement programme and tender documentation practically identical. Based on previous experiences, capacity and size of the municipalities, different tender procedures were chosen.
The procedures used by Lyngdal is described in this chapter.
In 2010 the municipality realized a new and innovative school facilities for secondary schools. The municipality also decided to go new and untried paths to adopt a new execution model, called the “Lyngdal model”. It is a new option for the implementation of construction projects, where user interaction and life cycle costs are important parameters.
Lyngdal had very good experience with this model and the model are now being used in several places in the country. InnoBuild is carried through by use of the model.
Procurement of Architect
Tender of architect was procured by means of competitive dialogue as procedure. This is as procurement process specially adapted for Private Public Partnership (PPP) model, giving:
Greater flexibility compared to other models
Focus on skills and understanding of the task - not just price
Providers competing solutions in dialogue with the contractor
Early involving of key players - access to the right skills at all times
InnoBuild has called for functional solution based on requirements from stakeholder groups. Representation from staff, operations management, IT support, suppliers and specialists and interest groups were involved in the process. They worked on the design, placement, materials, colour and lighting for a variety of functions in the building. Features of the building have been placed based on logistic calculations so that the functions often used by staff and/or residents are placed centrally to facilitate the work.
Five architectural firms were qualified for the competive dialogueprocedure.
Procurement of Process Manager
Lyngdal, being a relatively small-sized municipality, needed to procure competence as process manager to follow up the construction project and assist the municipality in monitoring and control, and to control the progress planning.
Lyngdal procured the process manager in a restricted procedure.
Procurement of Contractor
The contract for works – design and execution – for construction of future sheltered accommodation was signed in the autumn of 2015, after a restricted tender contest. The municipality looked for a collaboration partner to assist and cooperate with the municipality as the project owner, users and the chosen architect for the project.
2 contracts are signed by the end of the Innobuild project. Contract 1 comprises the actual engineering design services up until the completed and agreed preliminary project in accordance with a partnering model. Contract 2 comprises detailed engineering design services and construction.
Kick off took place in November 2015.Alternative concepts will be prepared and shall be evaluated. The final concept shall be chosen at the end of the sketch project (after the closure of the InnoBuild project).
